Converts plaintext to Morse, then enciphers Morse trigraphs as letters.

The Fractionated Morse cipher first converts plaintext to Morse code, then enciphers fixed-size blocks of Morse back to letters. Plaintext letters are mixed across ciphertext letters, so one plaintext letter does not map directly to one ciphertext letter.
