Three rules, and that is all of it.
Drag any piece or group to another spot on the board. It snaps to the grid where you drop it.
The board is always full, so the pieces you land on are pushed into the cells you just left. Nothing ever falls off the board.
If a piece has nowhere to go it drops into a spare row under the picture until you make room.
When two pieces that are true neighbors in the photo end up side by side the right way round, they stick together and move as one from then on. Groups never come apart.
Solve it by joining every piece into a single group. Tab picks a group, the arrow keys shift it one cell, and Escape leaves the board.
